x 21 Private comment: Subscribers only. There is special folder that needs to copied from the existing WSUS site into the default site. Those just appear to be some of the symptoms. Apparently usecustomwebsite does some changes other than the registry which seems to have fixed my problem.

I have found this fixes it most of the time. This always happens anonymously over port 80, even if WSUS is configured to use a custom port, such as port 8530.
