You should be able to just hit F5 and test your workflow! I then get the InfoPath Form services dialog telling me of an error which is "The specified form cannot be found." I can see all the forms at central administration in It sounds like users are opening forms but do not have access to the templates. It is not on your computer and the form does not specify a location from which to retrieve it.
But i dont think it is. In each XML document is a link to the template it was created from.
