I was able to solve this by exporting the image out of the wim file from the install media and creating the catalog files on the exported one instead. Then restore the image, then delete that partition, then reclaim that space to the main parition. Make sure all files required for installation are available, and restart the installation. Maybe the number should be the last file, not the first, as that is where I would expect the index/recombine info to be.
